Stephen R. Wojdak, Esq.
President & CEO
Stephen Wojdak has been professionally active in public affairs for more than 40 years. Mr. Wojdak began his legislative career in 1968 when he was elected to the Pennsylvania House of Representatives. He served in the House for four terms, ultimately as chairman of the Philadelphia delegation and chairman of the Appropriations Committee--a post that allowed him to play a significant role in the shaping of the commonwealth's annual budget. A graduate of the University of Pennsylvania Law School, Mr. Wojdak founded S. R. Wojdak & Associates, LP in 1977.
Since the firm's inception, Mr. Wojdak has represented a number of corporations, universities, statewide trade associations, hospitals, medical schools and health-care institutions. He has also directed many of the firm's major lobbying engagements, including efforts to reform Pennsylvania's tort reform laws, deregulate the telecommunications and electric utility industries, and obtain state funding for the Pennsylvania Convention Center, the Wells Fargo Center, SEPTA, and Lincoln Financial Field. Mr. Wojdak is widely recognized as one of the most knowledgeable lobbyists regarding the Pennsylvania gaming industry. Throughout his lobbying career, media reports have regularly hailed Mr. Wojdak as one of the most effective lobbyists in Harrisburg. He is a member of the Board of City Trusts in Philadelphia. |

Thomas P. Flynn
Chief Operating Officer
Thomas Flynn oversees the business and financial operations of Wojdak & Associates and its affiliated companies, including Bellevue Communications Group, a public relations subsidiary. Mr. Flynn manages the daily operations of the firm, handling personnel, financial, marketing, political fundraising, and client issues. Prior to his promotion to COO, Mr. Flynn worked as special assistant to Mr. Wojdak for five years.
He brings a background in journalism, politics and government to the firm, having served as press secretary to U. S. Congressman Alan Wheat (D-Missouri), and having worked as a reporter for United Press International in Baltimore covering state government and political news. Mr. Flynn holds a master's degree in government administration from the University of Pennsylvania. |

Steven M. Crawford
Managing Vice President
Steven Crawford was named Managing Vice President of the firm in March, 2011. He oversees the lobbying and health care practices, supervising the firm's team of lobbyists and health care consultants. He is the only top-level executive in modern history to serve in the Governor's Office for every day of two complete terms, spending eight years as former Governor Ed Rendell's Chief of Staff and Secretary for Legislative Affairs. As the Chief of Staff, he was responsible for the overall daily management of state government and was a key figure in the annual negotiations involving the state budget.
Prior to joining the Rendell Administration, he served on the top level executive staff of the House of Representatives from 1991 to 2003. He understands the legislature from inside the caucus rooms with both the majority and minority perspective. He also served as the Deputy Secretary of Agriculture in the administration of Governor Robert P. Casey. |

Gina Guerin
Controller
Gina Guerin manages the firm's accounting department. She handles the firm's finances including financial reporting and budgeting, banking and cash management, payroll, client billings and collections, and vendor payments.
Ms. Guerin holds a degree in accounting from Seton Hall University in New Jersey and passed the CPA examination in 1994. She worked as an auditor for two years for Deloitte & Touche, LLP and also worked for five years in regional public accounting firms as a senior tax accountant. |

Holly Kinser
Executive Vice President
Holly Kinser is the Executive Vice President of the firm's lobbying practice and has been lobbying in Pennsylvania for more than 20 years. Ms. Kinser joined the firm in 2002, and serves as the lead lobbyist on procurement-related, capital budget and business development clients. Her core client base includes national corporations, several Pennsylvania tourism and cultural organizations, the City of Philadelphia, universities, and a Major League Soccer team.
Prior to joining Wojdak & Associates, Ms. Kinser served as Managing Director of a Harrisburg-based lobbying firm. She began her career in Pennsylvania by establishing the Harrisburg lobbying office of International Paper Company where she acted as regional public affairs manager for the company for five years. Before relocating to Pennsylvania, she held positions at International Paper's headquarters in New York and the Republican National Committee in Washington, D.C. |

Gary W. Babin
Vice President
Gary Babin is an experienced lobbyist who has been active in regulatory and government affairs in Pennsylvania, Maryland and Ohio for nearly 20 years. Mr. Babin has worked at the firm for almost 10 years, lobbying on issues ranging from taxation, law enforcement, agriculture, retail, and corrections. Prior to joining Wojdak & Associates, he served as Vice President of Regulatory and Governmental Affairs for Columbia Gas of Ohio for four years.
Before moving to the private sector, he served as the Executive Director of the Pennsylvania Senate State Government Affairs Committee and the Senate Labor and Industry Committee, and as Director of the Bureau of Agriculture Development in the PA Department of Agriculture. He also served as Vice President of the Lancaster Chamber of Commerce and currently serves on numerous boards and commissions. Mr. Babin is a graduate of the Pennsylvania State University. |

John C. Hawkins
Senior Director
John Hawkins has been involved in the public policy arena in southeastern Pennsylvania for more than 15 years. Mr. Hawkins is the firm's lead lobbyist on all issues before Philadelphia City Council and has successfully represented developers, cultural organizations, and tourism groups in City Council.
Prior to joining the firm, he worked for five years as a legislative assistant to former Pennsylvania Senate Democratic Appropriations Chairman Vincent Fumo, analyzing state and municipal legislation. Mr. Hawkins served as a liaison to Philadelphia's City Council on such issues as stadium construction, tax reduction, cable competition, gambling regulation, and historic preservation. John holds a bachelor's degree and a master's degree in government administration from the University of Pennsylvania, where he is currently an instructor on urban politics and municipal government at Penn's Fels Institute of Government. |

Mark Richards
Mark Richards brings nearly 15 years of experience in government affairs and the private sector to the firm's lobbying team. Since joining the firm in 2007, Mr. Richards has developed an expertise in corrections, law enforcement, and human services policy issues through his client relationships.
Prior to joining S. R. Wojdak & Associates, he served as Assistant State Director for the National Federation of Independent Business and Assistant Executive Director for the Pennsylvania Forest Products Association. In addition, Mark was Director of Government Affairs at the Lancaster Chamber of Commerce and Industry. Mark also worked as Chief of Staff to the Deputy Secretary for Central Services in the PA Department of General Services during the Casey Administration. A native of Lancaster County, Mark is a graduate of the University of Delaware. |

Jim Davis
Jim Davis has been actively involved in state government since 1999 and joined the firm in 2008. Based in the firm's Scranton office, Mr. Davis has excellent relationships with legislators from both sides of the aisle from Northeastern Pennsylvania.
Prior to joining Wojdak & Associates, Jim served as Senior Manager of Public Affairs for Wal-Mart Stores, Inc. He represented the world's largest retailer in discussions with the Governor's Office, cabinet officials, and state legislators. Jim was also responsible for managing new store growth and identifying partnership and charitable giving opportunities for the company. Before joining Wal-Mart, Jim spent several years lobbying in Harrisburg on behalf of Blue Cross of Northeastern Pennsylvania and working as a research assistant in the Senate of Pennsylvania. A native of Lackawanna County, he graduated from Duquesne University in 1998. |

Beth A. Brennan
Beth Brennan has been a member of the firm's lobbying staff since joining the firm in 2001. As a Legislative Associate, Ms. Brennan lobbies on behalf of several tourism and arts and cultural organizations in southeastern Pennsylvania and the City of Philadelphia. In addition to her lobbying duties, Ms. Brennan provides summaries and briefing documents on legislative and policy initiatives for the firm's clients. Ms. Brennan also coordinates the firm’s compliance with the Commonwealth’s and City of Philadelphia's lobbying disclosure laws.
Prior to joining the firm, Ms. Brennan gained governmental and political experience while working in the press office of former Pennsylvania Attorney General Michael Fisher. Ms. Brennan joined Wojdak & Associates after graduating from Lebanon Valley College. |

Wendy J. Hoover
Wendy Hoover has been monitoring the activities of the General Assembly and the Executive Branch on behalf of the firm's clients since 2003. By attending House and Senate sessions and committee hearings on a daily basis, Ms. Hoover is able to track literally hundreds of bills of interest to the firm's clients and alert our team of lobbyists to the latest developments.
Prior to joining the firm, Wendy was a lobbyist with a Harrisburg-based firm and also worked as an Assistant Director of Government Affairs for a national trade association. In addition, she previously worked for three Pennsylvania elected officials--Representative Jerry Stern, former Senator Robert Jubelirer, and former Speaker of the House Matthew J. Ryan. Ms. Hoover is a 1992 Cum Laude graduate of Lock Haven University of Pennsylvania. |

Brian T. Baxter
Senior Advisor
As Senior Advisor, Brian Baxter manages clients in the intellectual disabilities issue area and provides strategic advice on behalf of other clients in the health care practice. Mr. Baxter joined the firm in 2003 and is widely known as an expert on Medicaid funding, and policies and regulations affecting community MH/MR service providers.
Prior to joining Wojdak & Associates, he served as Chief Operating Officer of Northwestern Human Services, the largest behavioral health/community health services provider in Pennsylvania. In the Administration of New Jersey Governor Christie Whitman, he served as Deputy Chief of the Governor's Office of Policy and Planning, Associate Deputy Treasurer, and OMB Director. In Pennsylvania, he served as Executive Deputy Secretary for the Department of Public Welfare under Governor Dick Thornburgh, supervising several offices including the Office of Medical Assistance. During his career, Baxter also served as First Deputy Controller of the City of New York, Assistant to Pennsylvania State Senate Majority Leader John Stauffer, and City Administrator of Trenton, New Jersey. |

G. June Hoch
Vice President
June Hoch assists the firm's clients in developing innovative, effective solutions to the numerous reimbursement issues affecting health care providers. She has worked with a wide range of organizations, including academic medical centers, children's hospitals, psychiatric hospitals, and drug and alcohol treatment facilities. Ms. Hoch maintains excellent working relationships with a wide range of technical and policy staff in the Office of Medical Assistance within DPW.
Ms. Hoch joined Wojdak & Associates in 1997 after 25 years with the Pennsylvania Department of Public Welfare. During her 18-year tenure with the Office of Medical Assistance Programs, she directed the Bureau of Consumer and Provider Services and the Bureau of Inpatient Programs. |

William F. Mentzer, Jr.
William Mentzer joined Wojdak & Associates in 2001 after a 22-year career in community behavioral health services where he was responsible for planning, researching and managing local government programs. On behalf of the firm's health care clients, Mr. Mentzer performs extensive research and statistical and financial analysis of state budget issues.
Prior to joining the firm, Mr. Mentzer served as administrator of a county mental health and mental retardation program for 14 years. He also served as program evaluator and deputy director of a county mental health program in Ohio. He holds a Master of Public Administration degree from the Pennsylvania State University. |

H. Scott Johnson
Scott Johnson brings to the firm more than 30 years of Pennsylvania government experience. Mr. Johnson joined the firm in 2006 and has developed an expertise in aging issues, Medicaid funding, and human services policy through his client relationships.
Prior to joining the firm, Mr. Johnson worked in both the Executive and Legislative branches of state government. He served as the Executive Director of the Senate Public Health and Welfare Committee, working for Senators Corman, Mowery, and Peterson and dealing with managed care reform, welfare reform and the tobacco settlement during his tenure. He also worked in various posts in the Department of Public Welfare, including serving as the Executive Director of the Perry County Assistance Office and as Regional Program Representative for the Office of Income Maintenance. He holds a Bachelor of Arts from Franklin and Marshall College. |

Joan W. Martin
Joan Martin has an extensive background in home and community-based services to people with disabilities and seniors, including 23 years with service provider agencies. As a Senior Associate since joining the firm in 2008, she brings an unique skill set to her client engagements, including program policy, budget development, personnel management, proposal development, and quality management.
Prior to joining the firm, Ms. Martin served for more than seven years as Executive Director of United Cerebral Palsy of Pennsylvania, providing state level advocacy and administration of the Policy Information Exchange. A Lancaster County native, she holds a bachelors degree and a Master of Management in Healthcare Administration from the Pennsylvania State University. |

William T. Miller, Jr.
Bill Miller joined the firm in 2010 after a 32-year career with the Commonwealth of Pennsylvania, serving in several managerial positions in the Department of Public Welfare. He served for 12 years as Director of Rate Setting for the Medical Assistance Fee-for-Service Program and also directed the Medical Assistance Program's Third Party Liability function for more than six years. His department experience will benefit the firm's hospital and healthcare clients.
During his public-sector career, Mr. Miller was responsible for overseeing the development and implementation of inpatient and outpatient hospital payment programs, the establishment of federally mandated Medicaid upper payment monitoring processes, and the management of cost reporting functions. Mr. Miller holds a Bachelor of Science in Industrial Management from La Salle University. | |
